Our Services
Horizon Clarity works with senior leaders who need an independent picture of what is actually happening inside their organisation. Every service is designed to find what reporting tends to obscure, before it becomes a problem.
All pricing is a starting point. Final costs depend on the size and complexity of your organisation and the scope confirmed at engagement. Travel and accommodation costs, where required, are agreed in advance and invoiced separately. Any scope changes arising during an engagement are discussed and agreed with you before additional costs are incurred. All engagements are governed by a signed Project Brief before work begins.
SIGNAL SNAPSHOT
From $6,500
A fast, independent check to test whether leadership is seeing an accurate picture of a specific issue.
Used when something feels off but you can't put your finger on it. When a decision is imminent and you need to know if the information you're working with is complete. When you want a second pair of eyes before you commit.
Scope:
- 3–5 targeted conversations across relevant levels
- Light review of relevant reporting or documentation
- Focused on one problem area only
Output:
- 3–4 sharp insights
- 1–2 "you're not seeing this" observations
- 1 key risk signal
- Executive briefing and two-page summary
Timeframe: 5–7 business days
PRE-HIRE DIAGNOSTIC
From $8,000
Before you hire a risk or governance role, we assess whether you're solving the right problem, and what capability is actually needed.
Hiring into a broken system doesn't fix the system. This diagnostic tests what is actually happening before you write a job description, so the role you hire for is the role you actually need.
Scope:
- Targeted conversations across leadership and operational levels
- Review of current risk and governance reporting
- Assessment of where visibility is breaking down
Output:
- Clear view of the underlying issue
- Recommendation: hire / restructure / fix the system first
- If hiring — role design including priorities, capability requirements and KPIs
- Executive briefing and summary report
Timeframe: 2–3 weeks
PRE-RESTRUCTURE DIAGNOSTIC
From $10,000
Before you restructure, test whether you're solving the right problem.
Restructures are expensive, disruptive, and often don't resolve the issue they were designed to fix, because the real problem wasn't structural. This diagnostic surfaces what is actually driving the breakdown before you commit to a solution.
Scope:
- Targeted interviews across levels
- Review of current reporting, escalation pathways and decision frameworks
- Assessment of where structural, behavioural and visibility issues intersect
Output:
- Clear view of underlying drivers
- Where the system is currently compensating
- Recommendation: restructure / adjust / address root cause first
- Executive briefing and summary report
Timeframe: 3 weeks
LEADERSHIP TRANSITION DIAGNOSTIC
From $10,000
A Leadership Transition Diagnostic gives you an independent starting point. Before you commit to a direction, we surface what the organisation knows but hasn't fully named, risks that are felt but not visible, gaps between what is reported and what is actually happening.
You arrive with clarity. Not assumptions.
Scope:
- Targeted interviews across levels
- Review of handover materials and board reporting
- Independent assessment of risk signals and blind spots
Output:
- Key risk signals and invisible constraints
- Gaps between what is reported and what is happening
- Prioritised issues requiring early attention
- Executive briefing and summary report
Timeframe: 3–4 weeks
CLARITY DIAGNOSTIC
From $15,000

This is the full picture. Targeted interviews across levels, focused review of key systems and reporting, and identification of the systemic patterns that sit beneath what leadership is currently seeing.

Community Feedback Integrity Assurance
Monthly retainer — pricing on application
Organisations invest in community feedback and grievance mechanisms because accountability to the people they serve matters. But when the same organisation manages and reports on its own mechanism, the independence that gives feedback its integrity is compromised.
This service provides independent oversight, quality assurance and verification of an existing community feedback or grievance mechanism, ensuring that what is reported about community voice reflects what communities are actually experiencing. It also extracts the strategic intelligence embedded in community feedback that organisations rarely surface for senior leadership and governance.
Used when: An organisation needs independent verification that its feedback mechanism is functioning as intended. When donors or governing bodies require evidence of genuine accountability to affected populations. When there is a gap between reported feedback volumes and what field realities suggest. When feedback is being received but resolution rates, timeframes or follow-through cannot be independently confirmed. When leadership wants to understand what community feedback is signalling about emerging risks, before those risks become problems.
Scope:
Independent review of feedback categorisation, routing and referral processes
Verification that reported feedback has been received, actioned and resolved
Field-level confirmation that responses have reached affected communities
Tracking of time between feedback receipt and resolution against agreed standards
Identification of systemic patterns in feedback that are not surfacing in reporting
Escalation alerts for unresolved or critical feedback requiring urgent attention
Quarterly analysis of community feedback patterns mapped against program delivery and organisational risk
Output:
Monthly verification summary
Quarterly integrity report with findings, gaps and recommendations
Quarterly community-informed risk dashboard identifying emerging risk signals from community feedback patterns, surfaced for senior leadership and governance review
Escalation alerts as required
Annual accountability assessment
Timeframe: Ongoing monthly retainer with a minimum six-month commitment. Initial scoping and baseline assessment completed in the first 30 days.
