We know what good systems look like, and we know the early signals that appear when they are quietly breaking down. We have worked in them, felt them, predicted them, and escalated them to executive level.

Emma Drew
Founder/Principal
Emma founded Horizon Clarity after more than two decades working in environments where the cost of not seeing clearly is measured in lives, livelihoods, and trust that takes years to rebuild.
Her career spans humanitarian operations across conflict zones, including nine years in South Sudan through two wars and independence — through to governance and community development with Aboriginal corporations across remote Australia.
She has held executive responsibility in some of the world's most demanding operating environments, working with organisations such as the United Nations, Oxfam, and Save the Children.
She has advised at board, funder, and sovereign-government level across three continents, always inside organisations under pressure, under scrutiny, or both. That is where her ability to interpret risk signals beneath the reporting originates.
Mohammed Sabe
Senior Program Integrity Analyst
Sabe has more than twenty years of humanitarian experience across conflict-affected settings in the Middle East.
He has managed multi-million-dollar portfolios funded by the largest international institutional donors, leading multidisciplinary teams in complex emergency environments. Having worked extensively inside Gaza, Sabe’s strong operational and field-based expertise in humanitarian systems, program design, market assessments, donor compliance, accountability frameworks, and emergency response coordination.
Sabe holds a Master of International Community Development from Victoria University, Melbourne and is a certified Quality Management Systems auditor registered with IRCA (UK), with experience designing integrated administrative, compliance, accountability, and operational systems for humanitarian programs.

Keshav Sharma
Senior Field Insights Analyst
Keshav brings more than twenty years of experience across policy, compliance, risk and field work in Asia, Africa and Australia. He has spent his career working inside complex systems from community level - the coalface where risk is felt long before it is ever reported, through to programme and executive level.
He has worked across humanitarian response, disaster risk reduction, environmental compliance, and governance in environments where the distance between what is reported and what is actually happening on the ground can be significant. He knows that distance well, and he knows how to close it.
Keshav’s qualifications span environmental science, quality auditing, and community services — a combination that reflects the range of systems and contexts in which he has worked
